In the old edition of RCO user-info-change is not sent to the shop-backend unless it's not really filled in. For some reason this delivery-address-block has crashed scripts before, but as it seems (in woocommerce) the platform prefers when it's not there if it is empty.
In the facelift edition we've mentioned this problem more than once and it has also been said that we prefer to bring "delivery" together with "address" - but if there is no data in delivery, it should be filled with the billing data. This was not entirely true. During tests with the facelift, it shows an almost empty delivery address block:
When this happens woocommerce don't accept the inbound data. It's definetly a bug that should be fixed in woocommerce too - if address data is empty, it should not be included in the order creation part. However, this requires a patch in the plugin, which also makes us less "seamless".
